Enum Precedence

The precedence of a rule. Catchall is the lowest precedence, Specific is the highest precedence. The default precedence is Specific. For rules that:

• Have the same mutation priority
• Match at the same index
• Match the same number of characters

Then the rule with the highest precedence will be used.
