Creates a new CgroupsConfiguration from the given filesystem roots.
If a root is given, that path is used. Otherwise, each root falls back to its host-mapped default when its own
filesystem is detected as host-mapped, and to its local default when it isn’t. The cgroupfs root has one more
fallback: the legacy /cgroup root, when that layout is detected.
